Institute for Assessment of Regulatory and Tax Impact on Business "Bastama"


The Institute "Bastama" was established in October 2021 to support the development of entrepreneurship. By analyzing the regulatory impact in accordance with the Entrepreneurial Code of the Republic of Kazakhstan and actively participating in the legislative activity of the country in the field of entrepreneurship.


In a relatively short period, the Association has united a number of business representatives from Kazakhstan and other countries.

The purpose of the Institute

The purpose of the Institute is to contribute to the development and implementation, creating favorable conditions for sustainable business development in the long term.

Ensuring the protection of the interests

of the Institute's partners in contacts

with international companies,

organizations and associations,

as well as with their representatives.

The main task

Direct participation in the rule-making process, as well as protection of the rights and legitimate interests of our partners in government agencies and other organizations.

ARV analysis

Conducting regulatory impact analysis is an important and time–consuming process, this institution was introduced relatively recently, only in 2015 with the adoption of the Entrepreneurial Code.
